Universal Whole Life Insurance?

For Universal Whole Life insurance, how long do you have to have the policy to start borrowing money? Is the Cash Value what you borrow the money from? When do you stop paying premiums? Please tell me any other info you know about this insurance policy. Also, PLEASE explain this in simple terms ... how this insurance works, the benefits and whether it is good or not...EVERYTHING.... because I do not quite understand. Even reading the book the agent gave me does not help me understand because of all the insurance terms and everything. and my agent is NO help what so ever.

I am shopping for auto insurance and noticed that if I include my wife and son in the quote, the insurance jumps from $1600 a year to $3100. I was in a car accident today and it was not a small accident. I hit a car on its side. there was an older woman so an ambulance came but she ended up not being hurt, just procautionary. the police were called and they took all my info and whatnot. It was wierd the police did not give me any papers or anything and told me i could leave. they just asked me if i wanted my car towed and i said no. the police officer also told me when i asked him that i dont need to call my insurance company unless i want to make a claim. is that true? i only have 1 way insurance so im probably going to scrap my car. One call centre takes your name and your date of renewal They pass you onto Call Connections Ltd who ask you about your age, address etc. Then they say we have xyz insurance companies who want to quote for you, sir ( note this is before they have any car details ) They then pass you to one insurance company to give you thier quote. Once that call is ended you bounce back to Call Connections who pass you to company number 2 etc etc I hung up. whoever devised that business model wants shooting.
